Are fabric markers suppose to be dryish? When i touch the tip, its not that juicy or have much ink ?

I am asking this because I bought these fabricmate markers floursecenet onces and when i touch the tips of these markers, they're not that juicy like washable markers. Is that normal or did i just bought some expired/dried out markers?

1. The ones that I have purchased for my wife were dry. I wondered the same thing, but they worked and stayed through washing.
