Highlighters

If my brother from Israel uses FedEx to mail a box of 700-600 highlighters to US.Would it be ok?

Would it cause him or me or both of us to be under suspension?Or legal trouble? BTW these highlighters that my brother has collected is for the non profit benefit of a food charity.

1. my brother is also in israel! hes goign to the army there but umm im not SURE but i highly doubt theyd do anything, i think they care more when you bring things IN than OUT cuz i think thats when the taxes apply...l. im not postiive but if it would be me i would not be worried at al good luck!
2. As long as it's not illegal to import, there should be no problem
3. Don't you think that this amount of highlighters would look suspicious? And I don't think that they would buy the idea that they are for a charity. They would X-ray them, find whatever you're trying to smuggle inside of them and then come after both of you.
